Elizabeth Roscoe

Elizabeth has more than 28 years of government, corporate and public affairs experience and is H+K’s national public affairs practice leader. As practice leader, Elizabeth provides leadership to public affairs consultants across H+K’s Canadian offices, and has a proven strategic ability to assist clients with complex policy, regulatory and policy challenges — working with clients in a number of regulated sectors such as communications, financial services and energy. She has experience in politics, public policy development and issue management and is widely considered an expert in regulatory policy, including broadcasting, telecommunications and financial services.

Elizabeth leads integrated teams on complex and sensitive client programs, including M+A assignments — executing multifaceted programs to achieve government approval, raise corporate visibility and enhance relations with senior government decision-makers and influencers. Elizabeth’s consulting practice includes numerous Canadian and international clients listed on the TMX.

With close to 20 years in the communications sector, Elizabeth gained extensive expertise in broadcasting and telecommunications policy development, legislative reviews and CRTC proceedings. Elizabeth served as the executive vice-president for strategic and public affairs planning for the Canadian Association of Broadcasters (CAB). In this role, she was responsible for overseeing the regulatory and policy submissions to the federal government and the CRTC. Elizabeth also managed the association’s economic and audience research initiatives as well as its government relations and public profile. Before joining CAB, Elizabeth worked at Shaw Communications and the Canadian Cable Television Association. She established Shaw’s Ottawa office and government relations program during a time of significant expansion for the company.

Elizabeth served as chief of staff to the Honourable Barbara McDougall and the Honourable Michael Wilson, and served in key government departments, including Finance Canada, Privatization and Status of Women Canada.

Elizabeth is a board member of IRPP, the Ottawa Heart Institute Foundation, Futurpreneur Canada, the American Chamber of Commerce in Canada, a member of the National Arts Centre Marketing Committee, and is a governor of the Children’s Hospital of Eastern Ontario. Elizabeth was a founding director with the Government Relations Institute of Canada and served as a member of the United Way of Ottawa and the Governance Committee.
